In this paper,a new potential transformer is excogitated using the charge induction and electromagnetic calculation to solve the problems with the potential transformer in smart grid construction.The electric field of the fixed point near the high voltage line is measured and the voltage of the line is deduced by the calculation to the inverse problem of the electric field.The non-contact voltage measurement is carried out by the fast engineering algorithm which contains data processing and calibration calculation carried out by the electromagnetic simulation and experimental data analysis.The problem of the power supply to the device is solved by the high voltage Gain energy technology and the digital interface is designed.The test device is developed and the test is carried out in the test platform and the feasibility of the theoretical method is verified.
