Public affairs programs come in all shapes and sizes. From large utilities like the East Bay Municipal Utility District in Oakland, Calif., to small-town operations like the Georgetown County (S.C.) Water and Sewer District, utility managers across the United States are realizing that public affairs is an important component of a water provider's operation. Conversations with program directors show that public affairs programs may have similar components, but each is unique in how it responds to the needs, demands, and interests of the particular community it serves.
