Transportation Impacts of Smart Growth and Comprehensive Planning Initiatives

This report addresses the need for improved information on the transportation and related impacts of state and regional comprehensive planning and smart growth initiatives. The report has two primary objectives: first, to review the methods and outcomes used to evaluate the effectiveness of smart growth and other comprehensive planning initiatives implemented by states and metropolitan planning organizations (MPOs); and second, to provide guidance on how the impacts of these initiatives can be evaluated. The report includes: an inventory of state and MPO comprehensive planning initiatives; case studies of six specific states and metropolitan areas, documenting the types of comprehensive planning initiatives undertaken, methods used to evaluate the transportation and environmental impacts of these initiatives, and findings on their effectiveness; and recommendations, intended for state department of transportation and MPO staff, on how best to measure and predict the impacts of comprehensive planning initiatives. In addition, the report includes a broader set of recommendations for cross-cutting research into the impacts of comprehensive planning and smart growth initiatives around the country.
