The Probable Cause of a Discrepancy in the CCIR Report 322-3 Radio Noise Model

Abstract : The cause of a discrepancy in the CCIR Report 322-3 radio noise model is reported. The basis for this discrepancy results from the procedure used to prepare the measured noise data for the determination of a global numerical representation of the 1 MHz data. The development process of CCIR Report 322 - 3 is presented so that the cause of the error can be more fully understood. Then the cause itself of the error in the 1 MHz noise model is discussed. Next geographical, frequency dependence, and interpolation effects are reviewed. Finally, brief recommendations of a course of action for the development of an improved 1 MHz model are given.
