Currently there are 12.659 remote and underdeveloped villages in Indonesia that do not have access to public utility (PLN) electricity. From those villages, 2.519 of them have no electricity at all. The absence of electricity inhibited people's quality of life, and will hold down economic growth. Therefore, electrification of those villages is very important. The conventional way of electricity generation is not suitable for those villages because the cost of energy generation and distribution will be very high. Indonesia has high potential of solar energy. One of the applicable solutions is the development of distributed power generation using hybrid off-grid power system, consists of PV generation with back-up generator. This kind of distributed power generation is also environmental friendly because of the very low emission produced. The study was conducted using HOMER Pro and PVSyst, with three different kind of load, which is administration office with 1 kWp load, and communal load with 5 kWp PV and 10 kWp PV. Every case will be implemented in three remote areas of Aceh Singkil (Aceh), Alor (NTT), and Raja Ampat (Papua Barat) as sample. From this study, it can be concluded that hybrid PV with generator power plant is feasible both technically and economically due to lower LCOE compared with other schemes. Result of this study can be use as guidelines for Program Listrik Pedesaan (Bright Indonesia Program) and Program Indonesia Terang (Rural Electrification Program), whose aim is to carry out electrification in remote and underdeveloped villages in Indonesia.
