E-city europe: status, propositions, and opportunities

This paper attempts to answer the question 'How is Europe progressing in e-City Governance and what are the implications for innovation in urban policy?' An assessment analysis of the status quo and the emerging trends is made using the e-readiness index in the context of an e-City Governance Integrated Framework. The discussion is based on literature review, survey, and case study research undertaken as part of the IntelCities integrated project. particularly, the ongoing changes in twelve European cities are considered using a set of nine qualitative indicators taken in relation. Future progress, policy priorities and investment opportunities are linked to strategic development trends, governance challenges, institutional (process and management) change, and policy innovation. Consequently, nine propositions about the future of e-City Governance in Europe are formulated. A conclusion is then made that urban governments will need to adapt their e-governance approaches to innovation policy-making strategically and in the light of the emerging pressures from the competitive city in the global economy and a more complex networked and knowledge urban society that will bring about the intelligent city and region of tomorrow.
