The advance in society is naturally concurrent with changes in the internal and external environments of the police. The police is required to make more specialized research to lay the theoretical foundation for their mission performance. The police that aims to protect people's lives, body and properties and maintain public peace and order has ceaselessly tried to keep up with the flow of the times, and a lot of research efforts have consequently been directed into the management of crisis situations.
In crisis situations, on-the-spot control is one of the prerequisites(basic environments) for the smooth resolution of crisis situations, and the necessity(importance) of it is recognized to some extent. Nonetheless, there aren't sufficient theories or manuals on that. The purpose of this study was to examine a new theory of on-the-spot control in an attempt to handle crisis situations without making any sacrifices.
The actual cases of on-the-spot control in crisis situations were presented in this study to ensure the objectivity and accurate verification of the findings, and the importance(necessity) of that was stressed. As for the determination of the area of on-the-spot control in crisis situations, the space where only the negotiator and tactical personnels would exist to facilitate the smooth resolution of the crisis situations was named the resolution area(the first zone), and the space where the headquarters of commanding officers and backup police officers would be located to command and support them was named the backing area(the second zone). The space to guarantee the safety of people against the crisis situations was named the safety area(the third zone). The line between the first and second zones was called the first front line, and that between the second and third zones was called the second front line. The line that would be selected to ensure a perfect control as needed was called the third front line.
In order to step up the sustainable development of crisis situation management, the police needs a change of mind-set about that, and more educational opportunities should be provided. Besides, it's required to foster competent negotiators, and a research division should be installed to be responsible for data gathering, data analysis and research to expedite the development of related theories. In the future, there will be continuing crisis situations, and the above-mentioned efforts are expected to make a contribution to minimizing the sacrifice of people and police officers in crisis situations, overcoming the situations, letting the police properly respond to the changing security environments and ultimately helping the police produce a better image of staying abreast with the changing era.
