The invention provides a method for selecting a PCEF and a PCRF. The method for selecting the PCEF and the PCRF is used for monitoring members of a monitoring group and includes the steps of S1, configuring the identical group identification for the members of the monitoring group, S2, selecting a PGW/ the PCEF or the PCEF and the PCRF for the first member who accesses the network according to the group identification of the member, S3, at least storing the relationship between the group identification and the IP address of the PGW/ the PCEF, or the relationship between the group identification and the IP address of the PCEF, at least storing the relationship between the group identification and the IP address of the PCRF, and S4, selecting the PGW/ the PCEF or the PCEF and the PCRF for other members according to the relationship between the group identifications of other members and the stored relationships when other members of the monitoring group access the network. The method for selecting the PCEF and the PCRF can monitor group users and group services.
