In a previous paper, Hambleton and Novick (1973) conceptualized a decisiontheoretic formulation for several issues in criterion-referenced measurement. Among the issues discussed was the important problem of allocating individuals to mastery states. These authors proposed a solution to the problem based on a Bayesian procedure given by Novick, Lewis, and Jackson (1973).
