Reliability of telecommunications for bulk power system teleprotection

This paper concerns the use of probabilistic methods to describe the reliability requirements of power system teleprotection systems by considering that telecommunication is needed when: there is a fault on the transmission line; the fault is on the fraction of the line that needs telecommunications for high-speed clearance; and the affected transmission line is one that can cause unacceptable power system events if the fault is cleared slowly. This paper suggests a way of quantifying such factors.
