Signal-to-clutter measure for ATR performance comparison

ATR algorithm performance is clearly directly related to the signature and clutter on which it operates. This paper describes a practical signal to clutter measure used for comparing data set relative detection and recognition difficulty by making use of the target signature directly. Results are shown on a variety of data sets.
