GAN development strategies

Perhaps there is nothing more important to guide development of a GAN (Global Action Network) than the famous principle of management guru Alfred Chandler that structure should follow strategy. This means figure out what you want to do, and let that drive the network design. The principle contrasts with many people’s initial focus on formalizing decision-making processes and creating structures that abide by philosophical and theoretical perspectives based in erroneous assumptions, and thereby impede their ability to realize the ends that they aspire for. Over-formalization often indicates lack of trust, and no network is going to be successful without sufficient trust.
