This paper has collected primary and secondary data to analyzed 'Core Success Factor of U-City Projects', to strategically activate 'Cities Revitalization Program'. In order to support the thesis, data and samples have been collected from the U-City experts and existing thesis over major If-City accomplishments. Samples were collected via 3-round of open survey and individual interviews base on Delphi method. By screening the existing researches and investigations on U-City integration and management industry and interviews from experts' on-hand experience, 'Core Success Factor of U-City Projects', theme of the paper, were developed. Furthermore, to ensure elimination of the bias factors over the experts' general prejudice, interviewees were instructed and educated to provide their personal opinions over the questions. 3-Round of open survey was conducted to maximize the objectiveness of the result. In order to identify and analyze the objective theme, each step of surveys were careful1y designed, conducted, and analyzed. First round of survey were conducted to analyze the most frequently used terms, vocabularies, and jargons. Top 25% terms, vocabularies, and jargons from the first round of the survey was 'Infrastructure Construction', Investment Environments', 'Enhancement of Self Sufficiency', 'Development of Successful Business Model'. Second round of survey was conducted to identify the 'Core Success Factor of U-City Projects" by questioning to provide the definition of the first survey results. Base on the analyzed data from the second round of survey, third round of survey was conducted in 5-Point-Scale to collect the importance of the core successful factor of U-City. Analyzed data from the second round of survey are listed as following in priority sequence; 'Successful Business Model Development', 'Strategic Customized City Development', 'Investment Environment Promotion', 'Supportive Political Measure', 'Infrastructure Construction', 'Enhancement of Self Sufficiency', 'Maximization of Alliance'.
