Transities vanuit sociotechnisch perspectief

In het kader van het beleidsvoorbereidingsproces voor het Vierde Nationale Milieu Beleidsplan (NMP-4) heeft het Ministerie van Volkshuisvesting, Ruimtelijke Ordening en Milieubeheer (VROM) besloten een studie te laten verrichten om het concept ‘transities’ uit te diepen en de mogelijkheden van ‘transitiemanagement’ uit te werken. De achterliggende gedachte was dat voor de zogenaamde hardnekkige problemen van milieubeleid zoals klimaatverandering, biodiversiteit en verzuring fundamentele veranderingen – systeeminnovaties – nodig zijn in de energiesector, vervoerssector en de landbouw.
