This paper begins with a discussion of the policy relevance of panels as a research tool; explains their potential advantages over other survey methods and outlines the initial policy applications for which the Dutch panel is intended to be used. There then follows a summary description of the panel design, sample section, survey instruments and an evaluation of the response to the first two survey waves. Results of the analysis are available for only the first wave and uses of these preliminary results are discussed. Finally general consideration is given to the anticipated use of the pane for policy purposes.
