MEASUREMENT AND APPLICATION OF CUSTOMER INTERRUPTION EVALUATION SOME COMMONLY RAISED ISSUES COSTS/VALUE OF SERVICE FOR COST-BENEFIT RELIABILITY

There is a growing feeling that investments related to the provision of electric service reliability should be carefully evaluated as regards their cost and benefit implications. Such an explicit cost-benefit analysis provides the basis for answering the economic question: How much reliability is adequate from the customer's perspective? Several issues and questions have been rasised in the context of such an approach. This paper addresses and clarifies the more commonly rasised issues about value of service reliability, and related notion of customer interruption costs.
