INTEGRATING ENVIRONMENT AS A CROSS-CUTTING ISSUE IN DANISH DEVELOPMENT ASSISTANCE A REVIEW OF POST-1999 EXPERIENCES

Th is report reviews post-1999 experiences with integrating environment as a crosscutting issue in Danish bilateral assistance and off ers six recommendations to further strengthen Danida’s eff orts in this respect. Th e review was commissioned by Danida. Th e review documents how environment has been integrated as a cross-cutting issue in the identifi cation, preparation and approval of 20 cases of sector programme support, selected from four sectors – agriculture, water, transport and decentralization – in 10 diff erent countries in Asia, Africa and Latin America. Th e review fi nds that there is room for improvement with respect to meeting Danida’s own current guidelines for the integration of environment as a cross-cutting issue during the identifi cation, preparation and approval of sector programme support. Moreover, it identifi es a general need to strengthen the focus on identifying pro-poor environmental opportunities in addition to avoiding or managing environmental risks which hitherto has dominated donor eff orts.
