This report is the final documentation of a two-year effort to develop a methodology for assessing the impact of floods on nuclear power plant risk. Determining the flooding level versus probability at a particular plant site is beyond the scope of this work; however, these are treated in a separate study being carried out at the Idaho National Engineering Laboratory for the Nuclear Regulatory Commission. The methodology presented in this document is consistent with conventional fault tree/event tree risk assessment techniques and is intended for application as a part of an overall probabilistic risk assessment (PRA). The methodology also satisfies many of the requirements for flood analysis identified in the Nuclear Regulatory Commission's recent Draft PRA Procedures Guide (NUREG/CR-2300). The project also resulted in two computer programs that aid in portions of the flood analysis.
