The invention provides a navigation system and method. The navigation method used by the navigation system comprises the following steps of: firstly, determining an origin and a destination, and determining at least two routes from the origin to the destination; secondly, acquiring deceleration coefficients of at least two routes; thirdly, comparing the deceleration coefficients and selecting a minimum deceleration coefficient; and finally, selecting the route corresponding to the minimum deceleration coefficient, wherein the deceleration coefficient is a function of a deceleration frequency and a route distance, and corresponds to a route congestion degree, and the route distance is a route distance from the origin to the destination. With the adoption of the navigation system and the navigation method provided by the invention, the deceleration coefficient of each route is acquired according to the deceleration frequencies and the route distances of at least two routes between the origin and the destination, and the congestion degrees of the routes can be clearly known by the deceleration coefficients, so that the driving route with the lowest congestion degree can be selected for a user.
