Consolidated Health Economic Evaluation Reporting Standards (CHEERS) statement

Economic evaluations of health interventions pose a particular challenge for reporting. There is also a need to consolidate and update existing guidelines and promote their use in a user friendly manner. The Consolidated Health Economic Evaluation Reporting Standards (CHEERS) statement is an attempt to consolidate and update previous health economic evaluation guidelines efforts into one current, useful reporting guidance. The primary audiences for the CHEERS statement are researchers reporting economic evaluations and the editors and peer reviewers assessing them for publication. The need for new reporting guidance was identified by a survey of medical editors. A list of possible items based on a systematic review was created. A two round, modified Delphi panel consisting of representatives from academia, clinical practice, industry, government, and the editorial community was conducted. Out of 44 candidate items, 24 items and accompanying recommendations were developed. The recommendations are contained in a user friendly, 24 item checklist. A copy of the statement, accompanying checklist, and this report can be found on the ISPOR Health Economic Evaluations Publication Guidelines Task Force website (www.ispor.org/TaskForces/EconomicPubGuidelines.asp). We hope CHEERS will lead to better reporting, and ultimately, better health decisions. To facilitate dissemination and uptake, the CHEERS statement is being co-published across 10 health economics and medical journals. We encourage other journals and groups, to endorse CHEERS. The author team plans to review the checklist for an update in five years.

Environmental Impacts of Urban Sprawl: A Survey of the Literature and Proposed Research Agenda

‘Urban sprawl’ has recently become a subject of popular debate and policy initiatives from governmental bodies and nonprofit organizations. However, there is little agreement on many aspects of this phenomenon: its definition, its impacts—both nonmonetary and monetary—economic and policy models that predict the presence of sprawl, and decision-support models that could assist policymakers in evaluating alternative development schemes that may have characteristics of sprawl. In particular, there is relatively little research on urban sprawl that focuses specifically on measurement and modeling of environmental impacts. The purpose of this paper is twofold: to survey the literature on urban sprawl, with a focus on environmental aspects and to identify a research agenda that might result in a greater number of anaytical tools for academics and practitioners to characterize, monetize, model, and make planning decisions about sprawl.

An Introduction to Critical Cartography

This paper provides a brief introduction to critical cartography. We define critical cartography as a one-two punch of new mapping practices and theoretical critique. Critical cartography challenges academic cartography by linking geographic knowledge with power, and thus is political. Although contemporary critical cartography rose to prominence in the 1990s, we argue that it can only be understood in the historical context of the development of the cartographic discipline more generally. We sketch some of the history of this development, and show that critiques have continually accompanied the discipline. In the post-war period cartography underwent a significant solidification as a science, while at the same time other mapping practices (particularly artistic experimentation with spatial representation) were occurring. Coupled with the resurgence of theoretical critiques during the 1990s, these developments serve to question the relevance of the discipline of cartography at a time when mapping is increasingly prevalent and vital.

Rational Ignorance at the Patent Office

It is common to assert that the Patent and Trademark Office does a bad job of examining patents, and that it should spend more time and money weeding out bad patents. In this article, Professor Lemley challenges that conventional wisdom. Using available data regarding the cost and incidence of patent prosecution, litigation, licensing and other uses of patents, he demonstrates that strengthening the examination process is not cost effective. The core insight is that very few patents are actually litigated or licensed; most simply sit on a shelf unused, or are used only for noncontroversial purposes like financing. Because of this, society would be better off spending its resources in a more searching judicial inquiry into validity in those few cases in which it matters than paying for a more protracted examination of all patents ex ante. In economic terms, the patent office is "rationally ignorant" of the objective validity of the patents it issues.
